Establishment
The National Assessment and Accreditation Council, as the NAAC full form is known, was founded as an autonomous institution of the UGC (University Grants Commission) in 1994. The headquarters of the organization were set up in Bangalore.
History
With India having one of the world’s most diverse and biggest systems of education, there were newer programs continually being introduced in new/emerging areas, along with higher autonomy and privatization throughout the sector. These expansionary measures enhanced higher education access considerably, although concerns remained regarding the relevance and quality of the same.
The National Policy on Education (NPE) of 1986 and the PoA (Programme of Action) in 1992 worked to tackle these concerns by laying out the plans for several policies. These included the setting up of an independent national accreditation agency. This led to the setting up of the NAAC.
Goal & Vision of NAAC
The NAAC is driven by the goal of ensuring that quality assurance is a vital component of how higher education institutions (HEIs) function in India.
Some other core components of its vision and goals are the following:
- Making quality the defining element of Indian higher education through external and self evaluation, sustenance, and promotion.
- Ensuring periodic accreditation and assessment of HEIs or their units and also for projects and specific programs.
- To boost the academic ecosystem for quality teaching and learning promotion along with research promotion throughout HEIs.
- To promote accountability, self-evaluation, innovation, and autonomy in the higher education sector, while taking up quality-linked research studies, training, and consultancy.
- Contributing towards the development of the nation, while building global competencies among learners.
Key Characteristics
Here are some of the key characteristics of the NAAC:
- NAAC has a vast library that covers diverse higher education qualification and excellence-related aspects, including title son accreditation, learning and teaching, student development, and a lot more.
- The library also has several unique AIU, World Bank, UGC, and UNESCO publications along with SSR, IQAC, and RAR collections.
- NAAC only accredits and assesses those HEIs who have a record of a minimum of two student batches that have graduated, or have been functional for six years (whichever comes earlier).
- The NAAC accreditation does not extend to distance education units of higher education institutions and also offshore campuses.
- There is no accreditation for institutions that offer technical education (under the National Board of Accreditation), established by the AICTE (All India Council for Technical Education).
