Story at the University of Salisbury began with a society in need. Research in 1921 found that the current higher education system in Maryland was not sufficiently fulfilling the requirement for teachers in rural areas of the county. The Maryland Legislature tried to resolve this the next year by establishing a new "regular school" (a two-year college for elementary school teachers) in one of the most rural parts of the state: the East Shore. In 1923, a commission selected a site near Salisbury. The new State Normal School started its operations on September 7, 1925, with only 105 students, under the leadership of its first chancellor, former Salisbury High School Principal Dr. William J. Holloway.
